["Soon" ends up being something like twenty minutes. He needs time to figure out what he's going to say, at least; he hasn't yet figured out exactly what he wants to do. He doesn't want to leave July without an assignment, not after a warning like that from Warriorhead, but he doesn't especially want to throw any fellow Blues to wolves, either.
Team building, Andraste's ass.
He's in a bit of a sour mood, surprise surprise, when he knocks his way into the rover. It's always a little bit of the struggle, Anders vs technology, but he manages.]
[July is in his bunk, sitting on the bed. For now, he's touching a little hand mirror, completely frozen otherwise until finally he hears Anders. Lifting his head, he blinks at the open door.
[It's a little unsettling. It's always unsettling, if he's completely honest with himself. He tries not to let it affect how he deals with July, but it's there all the same.]
I hope you move every now and then. [He says it idly, as he comes to sit at the edge of his own bunk.] Sometimes I wonder.
[Which basically means that he pretty much doesn't move unless he has to. He's alone so there isn't anyone that he actually needs to imitate being a child to.]
[He takes a breath. He's been rehearsing these in his head since he agreed to come over and give them.]
399 and 895. Martin Septim, and me.
Martin's some kind of shapeshifter. A dragon. It's in his file, if you read it. He's capable and loyal otherwise [he's very careful to emphasize that part] but we don't know how much the dragon can be restrained if it comes out. They're dangerous creatures, at least where I'm from. It's a lot of power for one man to have, and not a lot of assurance it can be contained.
[He pauses, rubbing the edge of his jaw with one hand. He's trying hard to word these in a way that the CDC will accept as valid answers, should July use his same language, but still not do too much damage.]
You can tell them I'm dangerous because I'm... unstable. [He grits his teeth on the word. It's obviously not something he'd normally use to describe himself.] I'm fighting against something, and there's no guarantee that I'll be able to control it. I'm following orders for now, but there's no evidence that I'll continue to do so if I can't maintain control. [beat] Yes, tell them that.

By Warriorhead, my instructor.

did warriorhead say what he needed the information for, by chance?
no subject
He only said not to pull a Red Unit.

He saw what happened to the Reds who failed, up close and personal on medical cots.]
FROM: anders@cdc.org
how are we defining 'dangerous'? to us, to the instructors, to the madu?
no subject
The definition is open to interpretation.
FROM: july@cdc.org
I have decided that those with some measure of power who are most likely to rebel against the instructors will be sufficient.

It isn't always about what's the most logical. There are other things you need to take into consideration, too.
